from the various comments, no one has been able to say as to why assessment is not funded, if anyone knows it'd be cool to know why.

Not being on committee, I can't say for certain, but...
Subsidising training means that more club members can train in useful skills and knowledge which can be passed on to other members and benefit the club as a whole. The assessment isn't necessary to pass on these skills and as far as I'm aware doesn't involve more training (although I could be wrong there), so isn't as useful for the club. The club has to work to a tight budget and needs to prioritise its spending - they can't subsidise everything.

I'd love the assessment to be subsidised - it'd make mine loads cheaper. But from the clubs perspective, there's no gain from having someone assessed - the training is where you learn the skills that can be passed onto other people, used on trips or just improving safety and awareness for general climbing. So there isn't really a case for spending peoples membership money on something that will only benefit the person it's being spent on.
